Lady Kiyomizu, or "Kiyo" to [[William Laurence]], is a smaller [[Sui Riu]] dragon. She is called a "river dragon" by [[Junichiro]], as Kiyo is much smaller than her oceanic counterparts due to living in a river. She is as big as a [[Yellow Reaper]]. She is the guardian of a temple near the Chikugo River that is obviously just for her to live in. She likes alcohol and poetry of all countries. She is very friendly and open-minded and says clearly what she thinks. As a river dragon she stands above the law, and so she doesn't know what the law means for other people.

Given that she speaks to Junichiro in Japanese, and then to Laurence in Chinese, Kiyo knows at least both those languages. Kiyo is around half a century old, so she is born around 1760. Kiyo also seems highly interested in Dutch and English poetry, appearing to sound "longing" when she asked Laurence if he was a Dutchman. Kiyo admires the Europeans for their ships and their inventions. She doesn't like violence but sometimes her behavior is a bit naive.
