Members of the Admiralty took one of two positions regarding dragons. They either believed them to be barely controllable beasts, or expected them to react to situations and follow orders the same way as a human would. Unfortunately the choice of these positions was mostly based on the result desired by the member of the board, rather than any logical reason. The lack of understanding of dragons and dragonic nature lead to many difficulties for members of the Aerial Corps.
