Biography
Lt. Riggs is in charge of the riflemen onboard Temeraire. Laurence describes him as a great shot with a good eye. However, he does not have an even temper and often shouts about small mistakes, which Laurence does not think is good for a lieutenant. However, he has seniority so he is entitled to the position.
