I don't think so.  I think, 30 more guns is more than "slightly." But I can't find another reference. I think the Reliant wasn't meant for heavy combat, but capturing French vessels, which would mean it couldn't be weighed down that much. Ahhh -- Adm. Croft says -- talking about Gibbs and Riley's promotions -- that "there aren't so many fine frigates."  So I'm going to assume for the moment that's what they both are.
