Sir Thomas Foley was a British naval officer and a hero of the Battle of the Nile in 1798. He led the HMS Goliath around the French vanguard, contributing significantly to the day's success for the British forces. He later served as Admiral Nelson's chief-of-staff aboard the HMS Elephant in the Battle of Copenhagen in 1801.
According to William Laurence, Captain Foley handpicked him as first lieutenant after Laurence's successful rescue of the crew of the HMS Normandy.
